President Boakai Appoints Officials to National Investment Commission and Ministry of State; Establishes Project Steering Committee for Major Road Concession Project

At the National Investment Commission, President Boakai has appointed Mr. Morley P.

Kamara, who served as Economic Advisor to the President, as Chairman, and Ms. Caroline

Bowah as Executive Director.

At the Ministry of State for Presidential Affairs, the President has appointed Honorable Jeff B. Blibo, who headed the NIC, as Investment and Economic Advisor to the President.

The President has also established a Project Steering Committee (PSC) to provide

strategic oversight and ensure the timely and effective pavement of approximately 255

kilometers of selected primary road corridors across Liberia.

The Project Steering Committee will serve as the principal interagency mechanism for

coordinating Government activities and facilitating high-level engagement with the

Concessionaire in fulfillment of Liberia’s obligations under the Concession Agreement.

The Ministry of Public Works will chair the Committee, while the Ministry of Finance and

Development Planning will serve as Co-Chair.

Other members of the PSC include the Ministry of State for Presidential Affairs, the

Ministry of Transport, the Ministry of Justice, the National Road Fund, the National

Investment Commission, the Liberia Revenue Authority, and the Concessionaire.

Additional ministries, agencies, and technical experts may be invited to participate as

circumstances require. 

Among its responsibilities, the Committee will provide strategic guidance, oversee the

implementation of Government commitments under the Concession Agreement, facilitate

interagency coordination, identify and address operational challenges, and submit

periodic progress reports to the Office of the President.

The Ministry of Public Works will also serve as Secretariat to the Committee and will be

responsible for convening meetings, maintaining records, and coordinating

communications among stakeholders.

President Boakai has called upon the newly appointed officials and members of the

Committee to discharge their duties with diligence, professionalism, and commitment to national service.

The establishment of the Project Steering Committee highlights the President’s efforts

aimed at ensuring the efficient implementation of strategic investments and advancing national development priorities under the ARREST Agenda for Inclusive Development.
